A sump only removes water that reaches the basin, so without proper drain tile at the footing directing water to it, the pump sits there while water comes in elsewhere. Retrofitting drain tile to feed an existing sump is common work and it is often what finally makes the pump effective.
It involves cutting a channel in the slab around the perimeter, installing tile and stone, and re-concreting — so it is real work, typically a couple of days depending on size. It happens entirely inside, so your landscaping, driveway and porch are untouched, which is the main reason interior systems are usually preferred over excavating outside.
