Chesterfield has two water problems at once. The township runs down to Anchor Bay and the Salt River, so a lot of it is genuinely low ground with groundwater close to the surface. And much of the newer housing went up quickly on land that was farmland or wetland not long before the subdivision was.
That second point is the one homeowners are usually surprised by. A house built in the last thirty years can have worse water problems than one built in the fifties, because the ground around it is backfill that has not fully settled and the original grading has since sunk toward the foundation.
